I cannot hide my perplexity at the series of “cases” carried out in nine months by this Government with an absolute majority, denouncing at the very least a lack of rigor and political coordination that could quickly become an indicator of effective political discredit…

I also confess, not perplexity but rather a certain weariness due to the intensive exploitation of these cases by the opposition parties (although I understand them since they are in their role within the Government’s strategies of attrition) but above all due to an “effusive” invasion of some “generalist” commentators who, in the absence of “cash news”, exhaust themselves with various types of analysis on the subject.

This does not mean that I advocate giving up the scrutiny of the carousel of disabilities fueled in recent months by this absolute majority. None of that, I just think it’s time for the opposition to offer a more alternative vision with more concrete proposals for governance and, as a result, drag the media to give them due coverage and discussion…

But in this domain the Government can and should also take the initiative, disseminating without propagandistic rhetoric work done or in the process of being done, preferably through presentations in the Assembly of the Republic headed by the ministers responsible for areas such as Health, Housing and Education (it is time for everything to stop being centered on the presence of the Prime Minister in the usual question-answer debates).

For example, once the SNS Executive Board has been created, it is necessary to disclose in sufficient detail what its long-term objectives are and what it has already accomplished (or is about to) contributing to the improvement of some of the identified vulnerabilities of the SNS. And if I gave the example of the SNS, it is also important to highlight a theme/drama that is central in Portuguese society and that has to do with Housing.

In effect, we are once again talking about a right enshrined in the Constitution – the universal right to adequate housing – which must be quickly perceived not as a constant blah-blah-blah, but duly valued within the scope of public policies.

In this respect, without forgetting that there are around 700,000 unoccupied houses in the country without explanation, it is a reality that there is a notorious lack of housing supply – whether public or private – in view of the existing demand, to which the lack of regulation of the market (which will only be effective when the weight of public housing supply is significant), local accommodation and visas gold and a whole ineffectiveness and insufficiency of incentive or penalization measures.

And it is accepted that the approval of the Basic Housing Law in 2019 as well as the National Housing Plan (which gives it shape) only at the end of 2022 are key instruments in the long-term achievement of the guarantee of decent housing for citizens. It is therefore necessary to know publicly how these instruments are being implemented, knowing in advance that the main beam is the strong commitment to the public housing offer, whose weight in 2026 should be 5% of the total supply (versus the current 2% ).

It is known that the National Housing Plan is financed largely by PRR funds (around 2000 million euros) and integrates several operational programs, covering access to housing by families with lower incomes, access affordable housing for the middle classes, a grant to support transitional emergency situations and a rehabilitation plan for the public housing stock.

As the central State’s effort to increase the housing supply is decisive, a fruitful articulation with the municipalities and with the private and cooperative initiative cannot in any way be disregarded. It is important, therefore, to know in what ways such an articulation will be processed.

It will be through this means of publicizing and institutional discussion by thematic area of ​​the work done that the Government should in my view follow, thus diverting the focus from the intensive exploration of the occasional messes that it has been carrying out, thus placing a critical demand on the opposition and perhaps even achieving more consensus or less unexpected… This, of course, if the said cases are not repeated again. However, when I am delivering this text for editing, a new one is likely to start to spread in the media. That’s too much!
