Speaking to the Lusa agency, the vice-president of the municipality, Alexandre Varela, indicated that the plan now activated “will be in effect until next Sunday”, but, “if necessary”, its validity “will be extended”.

The so-called Contingency Plan for Homeless People – Tempo Frio de Évora provides for “daily rounds with the homeless, in which food reinforcements are made and the distribution of hot drinks and clothes”, he said.

Alexandre Varela, who is in charge of Civil Protection, explained that these rounds are carried out by technical street teams from projects that are part of the plan, such as the Homeless Planning and Intervention Center (NPISA) or IN-Visibilidade.

According to the mayor, in the municipality of Évora, “27 people” are identified as homeless, who “live on the street or live in very precarious conditions” in terms of housing.

This identification, he said, was made through the Civil Protection Service of the Évora Chamber and partner entities, such as the Évora Delegation of the Portuguese Red Cross, the Santa Casa da Misericórdia de Évora or the Pão e Paz Association, among others.

In addition to support with warm clothes, food and hot drinks, other aid is planned, such as the opening of a space in the municipality, Monte Alentejano, in Rossio de São Brás, to accommodate homeless people.

“We are considering extra measures that may be necessary”, he said, noting that their activation “results from the technical evaluation that is carried out in the rounds”.

The Contingency Plan for Homeless People – Tempo Frio de Évora is activated by the Municipal Civil Protection when the minimum temperatures are below one degree, in a period of two days.

On Monday, the Portuguese Institute of the Sea and the Atmosphere (IPMA) extended the yellow warning to eight mainland districts until Thursday due to the forecast of cold weather, remaining in the other 10 until Wednesday.

The districts of Bragança, Viseu, Évora, Guarda, Vila Real, Beja, Castelo Branco and Portalegre will therefore be under yellow warning until 06:00 on Thursday, due to the persistence of low values of the minimum temperature.

Until 07:00 on Wednesday, the districts of Porto, Faro, Setúbal, Santarém, Viana do Castelo, Lisbon, Leiria, Aveiro, Coimbra and Braga remain under yellow warning because of the cold weather.

The yellow warning, the third least serious, is issued by the IPMA whenever there is a risk situation for certain activities dependent on the weather situation.

According to the IPMA, the cold weather, which should remain until the end of the week, is caused by an anticyclone located in northern Europe, extending in a ridge to the Atlantic”, carrying “a cold continental air mass for the Iberian Peninsula”.
