- Many House Republicans are furious that the body passed a continuing resolution to fund the government after Nov. 17 without significant spending cuts, and their anger is directed at House Speaker Mike Johnson.
- The passage of a continuing resolution without spending cuts on September 30 led to the removal of Kevin McCarthy as House Speaker.
- “It’s like strike one and strike two … and the president needs to know that,” said Republican Rep. Chip Roy of Texas.
Several House Republicans are disappointed with House Speaker Mike Johnson’s leadership in his conference following the passage of a continuing resolution to fund the government on Tuesday.
The House and Senate passed a continuing resolution (CR) on Tuesday and Wednesday, respectively, that would prevent a government shutdown after Nov. 17 by extending funding for some agencies through Jan. 19 and the rest through Feb. 2. , with President Joe Biden. signing the bill on Thursday. While the bill was supported by House Republican leaders, it was opposed by 93 members of the House Republican Conference, many of whom believe it reflects poorly on Johnson’s short tenure as president. “It’s like strike one and two… and the speaker needs to know that. Republican voters are tired of promises to fight. “We really want to see change.” saying Republican Rep. Chip Roy of Texas, a member of the conservative House Freedom Caucus who opposed CR, told reporters on Wednesday. in a position speech On the House floor after the CR was passed, Roy further accused House Republican leaders of having the wrong priorities, particularly after the House suspended for two weeks for a Thanksgiving recess without addressing significant legislative priorities.
“[We’re walking away from] the people of Israel!”
“I would have pushed through the US Senate a funding bill that included Israel, and I would have challenged Chuck Schumer to shut down the government and go home and eat turkey.”

“If this body was serious, we wouldn’t leave town without making sure we’re safe!” Roy exclaimed, referring to the long-standing Republican priority of border security that had been insisted on in previous financial bills but was not included in the CR. “We wouldn’t leave town without forcing Chuck Schumer and Joe Biden to the table because Republicans control this chamber, or at least say they’re Republicans. For the life of me, I don’t understand it.”
The CR passed Wednesday did not include any cuts to government spending, similar to a previous CR passed on Sept. 30, which led some Republicans to rebel against their conference leadership and vote to remove Kevin McCarthy as House Speaker. Some members believed the spending cuts were essential Republican priorities that should have been included.
“It is extremely worrying for me and it is a huge disappointment. This is not what we should have been doing. At the very least, there should have been a CR with a 1% cut. I’m also concerned about where we’re going,” Republican Rep. Marjorie Taylor Greene told reporters Wednesday.
Some conservative Republicans have indicated that their confidence in Johnson will depend on his ability to pass the 12 appropriations bills individually in the House before the next shutdown deadline. So far, the House has approved seven of them, and several were withdrawn before the session adjourned Tuesday amid a lack of support from moderate Republicans.
“Mike Johnson and Kevin McCarthy promised us a path to single-issue spending bills. In Kevin McCarthy’s seven months as a speaker, he only delivered one of them.” saying Republican Rep. Matt Gaetz of Florida, who led McCarthy’s ouster in October, on CNN. He added that “if Mike Johnson is only able to offer a [appropriations bill] more than seven months, then you would likely face an eviction motion.”
Under current House rules, a single member can make a motion to vacate the presidency, which requires 218 votes to pass. House Republicans have a four-seat majority in the chamber, meaning a few Republican members can join all Democrats in removing the president from office.
Johnson’s office did not respond to a request for comment.
